What is the PGP Program?

The Parents and Grandparents Program (PGP) allows Canadian citizens and permanent residents to sponsor their parents and grandparents for Canadian permanent residence under the Family Class. It is one of Canada's most sought-after sponsorship streams, and IRCC manages demand through an annual intake process — typically an expression of interest (randomized selection) that determines who may submit a full application.

Sponsors must meet the Minimum Necessary Income (MNI) threshold — a fixed income requirement based on family size — for the three most recent consecutive tax years. Meeting and clearly documenting this financial requirement is the cornerstone of a successful PGP application. Alfalah helps you assess eligibility, calculate your MNI, compile the required financial evidence, and prepare a thorough, complete application package once you are invited to apply.

Financial Requirements

Sponsors must demonstrate Minimum Necessary Income (MNI) for the three most recent tax years. MNI is based on low-income cut-off levels and increases with the total family size being sponsored.

PGP Intake Process

IRCC opens a limited intake pool each year. Interested sponsors submit an expression of interest, and applicants are randomly selected. Only those selected may submit a full sponsorship application.

Super Visa Alternative

While awaiting the PGP, parents and grandparents may be eligible for a Super Visa — a multi-entry visa allowing stays of up to 5 years at a time, with up to 10 years of validity.

Common Reasons Parents & Grandparents Sponsorship Applications Are Refused

Understanding why applications are refused helps you avoid the same pitfalls. Our consultants review every detail before submission to minimize your risk.

01
Sponsor Income Below LICO Threshold

Sponsors must meet the Low Income Cut-Off plus 30% for each of the 3 tax years preceding the application — this is a strict numerical requirement.

02
Incomplete Undertaking or Sponsorship Forms

Errors or missing signatures in the Sponsorship Agreement and Undertaking (IMM 1344) are a common cause of delays and refusals.

03
Insufficient Proof of Relationship

The parent-child or grandparent-grandchild relationship must be documented through birth certificates and, where names differ, additional legal records.

04
Medical Inadmissibility

A health condition of the sponsored parent or grandparent deemed to cause excessive demand on Canadian health services can result in refusal.

05
Applicant Prior Immigration History

Sponsored relatives with prior deportations, refusals, or misrepresentation findings may be found inadmissible under IRPA.

06
Failure to Demonstrate Financial Capacity

An inability to prove ongoing financial ability to support the sponsored person throughout the full 20-year undertaking period.
