What is the Federal Skilled Worker Program?

The Federal Skilled Worker Program (FSWP) is one of three programs managed through Canada's Express Entry system. It is designed for skilled workers with foreign work experience who want to immigrate to Canada as permanent residents. To be eligible, applicants must meet minimum thresholds and score at least 67 points on the FSWP six-factor selection grid.

The six selection factors are: language ability (up to 28 points), education (up to 25 points), work experience (up to 15 points), age (up to 12 points), arranged employment (10 points), and adaptability (up to 10 points). Once eligible, candidates are ranked in the Express Entry pool using the Comprehensive Ranking System (CRS). Those with the highest CRS scores receive Invitations to Apply (ITAs) in regular draws.

Minimum Requirements

At least one year of continuous, full-time (or equivalent) skilled work experience in a NOC TEER 0, 1, 2, or 3 occupation within the last 10 years, plus language proficiency and education credentials.

Candidates must score a minimum of 67 out of 100 points across six selection factors before they can create an Express Entry profile under the FSWP stream.

Language Proficiency

A minimum of CLB 7 in the first official language is required. Strong language scores are the single most impactful factor for both the 67-point grid and the CRS ranking.
